Blocking all data except for facebook

My current mobile plan chargers 5c per mb. So I usually just leave data off, and only browse the internet using wifi.
However it offers unlimited use of facebook, ebay and other social networking sites for free.
So I was wondering is there a way to stop everything from connecting to the internet except for facebook?
Because I know even if I have data on and only browse facebook there will be other apps (like mail, whatsapp etc) running it the background that will be accessing the internet and incurring a data bill.
