Is the Bluetooth 4.0 LE available with this update?

I have the update installed but I am not sure. I hope it is so Fitbit can make an app that syncs with my Flex like how iOS and Android have.

I believe that Nokia is taking care of that with a separate firmware update, perhaps a part of Bittersweet Shimmer?

Not entirely sure though, maybe Microsoft stepped up to the plate and enabled Bluetooth 4.0 full and proper, but to my limited knowledge, it's been left up to the OEMs to pick up the slack.

Fairly certain that SwimSwim has it right as it was Nokia would had announced about the Bluetooth 4.0 being updated to the Lumia devices. If Microsoft's update enabled Bluetooth 4.0 then it might mess up the phones who might not have the capability of 4.0.
