This is what I wrote to support on Nokia's Wed Site:
"Just got a Lumia 521 in the mail today that I bought brand new from HSN.com.
Unboxed the phone, installed the sim and sd card. Put it on the charger for several hours. The phone will not turn on or at least the screen is not coming on. It makes the power on vibrate tone but nothing else happens. When you hook it the charger it makes the usb connected tone as well, but no battery indicator or boot up sequence. The first time it was plugged to the charger it got very warm. I did not know if this was normal. My 820 (which is amazing) does not get warm like this at all. I got this phone for my fiance as a surprise and was disappointed to find out it would not boot properly. Please help."
I did not get a automated confirmation that this email was received like the dialog box said I would.
I will call Monday to confirm.
Has anyone here had a similar problem with there 521?
I didn't know whether to deal with Nokia about this or HSN, but decided on Nokia since they make the device.
I will update how this gets resolved.
