browser hijack or system:help!

Friend downloaded malware, manually uninstalled all but 2 while dealing with auto restarts, and other hassles. Then after restart was faced with blue black screen 1 844 459 8882 browser hijack pop up,covers full screen unable to accesses computer task manager. Cannot get into safe mode before pop up takes control, Need help
