Bug in windows? I've never seen it!!! Help?

Hello everyone. I was wondering if anyone had ever seen this issue before. Here is a link to a video that I intentionally blurred, but shows what is happening. Basically what is happening is that I press the collection of folders or apps that have been combined, and while hovering over them, or sometimes without even getting to them, they disappear! It gets frustrating. I've never seen this on devices before. Can someone recommend anything? All updates have been done via Windows Update. Thank you

Does it happen even if you're just sitting at the desktop, or is there always an application window on screen?

It did... But right now I'm only running it on my internal display (rather than projecting to the second display)... Do you think that it could be that it was due to the powerpoint presentation going on while projecting? I just tried the PP presentation (internal screen only) and it didn't give me any buggy behavior... so, I'm still confused...

Happens to me all the time - usually Windows Explorer does it to me.
