Can a Windows cell phone be used in the Philippines

it appears that they are having problem with them in the Philippines

I am not aware of any issues that happen only in the Philippines.
If such a Windows Phone is unlocked and in good working order, it should work at least for the basics on any GSM carrier.

I'm not sure what that means...

We have lots of Filipino users on this forum. Many persons do come here only for troubleshooting so you could equally say Germans and Americans are having issues.

Most important is matching the right radios with your carrier.

If at all possible, can you join the site and reply here with some examples? There is absolutely NO reason a Windows Phone should function any differently in the Philippines than elsewhere in the world.
 
You can definitely use windows phone in the Philippines, I know some Filipino who uses WP, also I went there with my 1020(unlocked) and haven't found any major problems yet, but there are some issues I dealt with like GPS having problem picking up signal leading to unusable maps, maybe its the fact that some roads in the Philippines aren't established yet or still unknown(its pretty common, most road in the regional areas doesn't have names)

Im using windows phone since 2013 here in the Philippines... I already owned Lumia 720, 1320 and now 830. My girlfriend owned 520 and 535... All are working fine and great no single issue at all...

My response might be a bit late, but GPS reception has nothing to do with having (or not having) listed roads on a map. GPS should work perfectly even if you're in the middle of an empty field. Voice-navigation in maps won't work, though since there would be nothing to navigate through in areas where there are no roads. But your GPS should still be able to pick up your coordinates regardless, whether you're in roadless Antartica or in the middle of a highly urbanized city.

In place of maps that don't have roads, Waze has a neat feature of "paving roads" into their maps. If you happen to drive along a road that isn't registered yet in Waze, just edit the map by driving through the road while "paving" it and Waze will add that road in a few moments (perhaps after some review).
