Can cortana give responce of our text

I want the cortana's responce for my text

you want her to read incoming text messages and let you reply?

if so, and I'm not sure for "windows 10 hub" but on mobile...
open Cortana...
hit the hamburger button (3 stacked horizontal lines) at top left...
settings...
scroll down to "Read incoming text messages aloud"...
select the option you want (off, always on, Bluetooth and wired headsets, Bluetooth only, or wired headset only)

Cortana doesn't even ask for permission to access messaging. So it can't do you wanted. It can only send new messages.
