Can I back up my lumia 630 to my PC rather than "the cloud"? If yes, how?

If you mean with back up. Apps+settings and text messages the answer is no.
All the rest you can back up to your computer by connecting your phone to your PC with an USB.
And contacts, calendar, task are standard saved in the cloud if you have a Microsoft account on your phone.
