Can I disable my pen from highlighting clickable areas when I hover over them?

When I am in tablet mode and using my pen, the pen acts like a mouse by tracking and highlighting menus or anything clickable. Is there a way to turn this off? I turned off the cursor, but the pen still highlights clickable areas when I hover.

(With surface pro, I am learning I have to disable a hundred features in order to have a good work flow for drawing.)

I would say the best option would be refrain from using the pen if possible it would save you a lot of trouble in my opinion
