Can I downgrade Internet Explorer to Version 8 on a Surface Pro 3, Windows 10? My customers systems work with Explorer Version 8 only.

Not as far as I know, but what you may be able to get to work is:
Press F12 in IE11 to start the developer tools, and in the Emulation tab, change document mode til 8 (and perhaps also the User agent string to IE 8).

I have downgraded my browsers that did not support my tool bar (Norton) until the new one gave support. You lose security by doing that and don't recommend it.

Have you tried running those systems in compatibility mode?
