Can I enable Cortana on windows 10 IP in France ?

I live in France and I'm using Windows 10 Insider Preview Build 10074, in French. I want to enable Cortana (in English) and try it. I set my region to US but It's still saying that it's not aivalavle in my country. Can I enable it ?

You have to set the language to us as well
