Can I install software running Windows 7 on a Surface Pro 4 M3?

dear all , i want to buy surface pro 4 M3 , but i have software Running on windows7 can i install that software on surface pro 4 M3 windows 10 ,

Since the surface pro 4 comes bundled with a full fledged OS, it will run all desktop based software plus the apps from the Store.
As far as the software that you are using is concerned, it is almost impossible to say whether it will work in Windows 10 if you don't mention its name. Generally, most of the softwares which run on Windows 7 works fine on 10 too.
M3 is no slouch. It will run fluidly unless you start doing heavy duty stuff like 3d, video editing etc.

many thanks, i am using that software is running on windows 7 connect to PLC Controller for communication & programming , i will use USB convert to RS232 cable ,

I've never used it personally, so can't say for sure.
A quick google search shows plenty of articles regarding the installation.
Also, Microsoft has improved its serial over usb driver support for Windows 10.
Still, if I were in your shoes, I would try it out on a Windows 10 machine before investing. On the hardware side, the m3 is just enough.
