Can I install Windows 10 Preview now?

Today is July 23rd. I purchased a new PC a couple of days ago and I have an ISO of Windows 10 build 10174. I know Microsoft has halted downloads of the Windows 10 Preview at this time, but I was wondering if I could create a new partition and install from the ISO file I have. The question is will I be able to activate it? And if I cannot activate it at this time, on or after July 29th will I be able to update it to the final version and activate it?
