What is the easiest and cheapest way to obtain an unlock code, or unlock my AT&T Galaxy S3 so I can use my T-mobile sim card?

Well, for starters, it's a good idea to go to a Windows forum to ask for help with your Android phone. People love that.
Contact AT&T and demand the unlock code. They have to give it to you, but they'll give you a tough time. I assume you've owned this phone more than 45 days?

Assuming you're not on contract for it still. If you are you will have to fulfill you're contract first or pay it out to unlock the phone.

As far as if it will work. Google the frequencies needed for tmobile and the frequencies your phone supports and that should answer the question.
