Can Surface RT with Windows 8.1 RT run .pas applications?

I was just curious if the old Surface, the Surface RT with the new Windows 8.1, can run .pas (Pascal) files?

I'm not sure. However, I'm typing this on my Surface (RT), if you want I could download a .pas program and try to run it. Could you point me in the right direction?
