Can WP8.1 sync calendars, contacts, and Notes with Outlook?

There has been a similar query posted in the forums. You may read this thread for more information. But to answer your question: Yes, calendars, contacts and notes can be synchronized in Windows Phone 8.1 with Outlook - I've been doing this since Day 1.

If you use outlook.com, yes. It will sync directly with your phone.

If you have office outlook; no, not directly. I use a program called Akruto and it works for MS, OIS and Android. It cost about $30 or so but well worth the expenditure.
