Can you help me to setup Cortana (India) ?

I tried a lot to set up Cortana for Indian region but failed. Can somebody help me to set it up ?

Are you in the Preview for Developers program? (need more details)

With the current Windows Phone 8.1 public (pushed to normal phones) update, Cortana is US only. With 8.1 Update 1, Cortana is brought to a couple more regions, including India, which is for the most part not widely available outside of the early access Preview program.

Yeah I m on Preview for Developers program. And I've 8.1 gdr 2 .
