Cannot restore settings for a Microsoft account in a brand new SP4

I am configuring a new Surface Pro 4

I started with a local account for Administrator. I then installed the updates for the "upgrading" (whatever upgrade that was). The version is now 1703 (OS build 15063.540)

Then added a new Microsoft account. That MS account is being used in another laptop. I have a lot of apps and the start menu with a given layout I like.

In the laptop all Sync settings are turned on

However, when I log in to the MS account in the SP4, none of that is restored. I get the default layout of the Start menu, and none of my apps are being downloaded

How can I fix this?
 
In the past, with Windows 8, the restoring process was automatic

Was that discontinued?
 
I just checked my account backups in Onedrive

The last backup is from my Windows 8 tablet back from May. There is no backup from my laptop with Windows 10 at all in any date. When I first configured my Windows 10 laptop, it restored the Windows 8 backup easily.

Question:

how to force the laptop with Windows 10 to save a backup to Onedrive?

As I said all the Sync settings are turned on
