Cannot start Windows Defender

I have been trying to start Windows Defender on WIndows 10 but to no avail. I ran services.msc to try to start the Windows Defender service but it showed "Windows could not start the Windows Defender service on local computer. Error 1053: The service did not respond to the start or control request in a timely fashion."

Can anyone help me solve this?

this issue is because of an outdated Microsoft.net framework, Microsoft on official troubleshooter page recommends to "obtain the latest service pack for the Microsoft .NET Framework 1.1. "

I have checked from the registry editor and found that the Microsoft.net framework is up to date. Therefore it doesn't allow me to update to the latest version.
