Can't get notification of sms?

Why cant I get notification of sms on my L620? I thot it will resolve in new build but im experiencing same problem on latest build(10586.36) also... Notification setting of messages is set to default.

Is it set in background apps to be running? That was my issue

So mine has gone back to not showing received texts
