Go to https://live.xbox.com/AccountMigration & log in to your account, proceed security clearance. once done, select usa, uk or any region that supports xbox music.

once you are done with xbox, go to bing.com log in to your live account, go to settings > worldwide > select us.
open xbox music on your lumia, settings > xbox music account settings, scroll down & see left bottom corner, if it's still not us, tap on it & select us.
