charging Surface RT (US) in Europe (Bulgaria)

I'm visiting Bulgaria from the US with my Surface RT. I have a plug adapter kit. I'm having a little trouble charging my Surface. The adapter has high and low settings. It is labeled to use low for up to 25 watts and high for 26+ watts. I did some research and believe that the Surface RT adapter is 24 watts, so I'm using the low setting. However, the charging is so slow that I wonder if it is really charging at all. I charged for 5 hours over night with the Surface powered off, and the battery only went from 29% to 32%.

Is it dangerous to charge the Surface with the adapter set to high (26+ watt rating)? Any other suggestions? This is my first time in Europe. I thought I was prepared to not have any problems just by bring the adapter kit, but charging my devices is a mystery right now.

I don't think you would permanently damage your Surface if you charge it at 26 watts. However, I would immediately take it off the charge at 100% to keep from damaging the battery.
 
Are you using a plug adaptor or a transformer? As the US Charger (as do most electronics these days) supports both US 100-120 and EU 220-240. An adaptor should work with any wattage provided its not fused. But try the higher setting and trying setting the magnetic part both ways. I assume either your adaptor is fused or you are using a transformer to provide 110.
