Configuring update to windows 10 has been stuck at 38% for 3 hours

After restarting to start the upgrade to Windows 10 (from Windows 8.1), it's been stuck at 38% in the Configuring updates for windows 10 screen for about 3 hours now, and I'm not sure what to do. Is a reboot safe? Thanks in advance.

Hi there i have the same problem 3 hours as well but i an stuck at 55 i would like to get help too if you solved this please tell me
EDIT the reason for that is too much traffic on the servers.

Did it proceed from that or are you still stuck? Im stuck at 26% and wondering if its normal or not. Guessing its normal...

I guess its really normal you 2 are the only guys ive heard that it happening to them.but how many hours you waited for it to make progress? I am STILL on 55....

I am also stuck at 38% but i did not restart my PC. Pls help me

I eventually gave up and restarted my PC. Didn't do any harm, managed to upgrade to windows 10 without any problems after starting the upgrade from scratch again.

I started from scratch too and now its reinstalling at 25%. How long did it take approx to count from 0 % - 100%?

Please help! I've been trying to upgrade to 10 from windows 8 and I've been stuck at reconfiguring 45% for over 8 hours! What should I do? Any help is greatly appreciated!

People, bing/google windows 10 installation stuck at xx% for whatever your percentage. It will tell you of possible reasons/solutions.
