confused... xbox music on WP8 and Windows RT

Ok so I'm lost here...
am I missing settings or does the XBOX music service just suck so hard:

My last 2 albums I purchased through the Windows Surface RT are not downloaded to Xbox Music on my phone.
it will simply not download.

I can stream it. I says "in collection, buy"
but I can't freaking download the album on my phone for offline use. (I don't want it to stream)

am I missing a setting?!
it's driving me nuts

I thought maybe a clitch so I pressed BUY again on 1 song and microsoft charged me again for it. how bad is that. at least before on iOS I would get the notification "you already own this item, download again"

hope somebody can help me out or just confirm my problem as a general issue

I'm sorry to hear the Xbox music is buggy for you. Please check out this thread. Perhaps you will find an answer there.

ok nevermind
found it...

need to go to collection select artist (I think I need cloud music enabled)
and then I can go to the album select all songs and it seems to download them...

what a hassle...
