Confusion about receiving cyan update to preview for developers user.

Hey friends I m little bit confused that will preview for developer's user will receive the official Cyan update or not, because as per one of the recent article posted on wpcentral, the answer seems to be NO or MIGHT THE PFD USERS WILL GET.
So what's this NO OR MIGHT???
Please clear out my confusion..

It will come, the delay is because of the bit locker issue. Once resolved you will get cyan
