Connecting my Xbox one s controller to my windows phone

So I just got a Bluetooth one s controller to use on my phone to stream games. I connect the controller to the phone just fine, but it's not recognized as a controller. It doesn't control the Xbox one being streamed. I have done everything that I know of, except update the controller via my Xbox one.
