Connecting Two PC's

Good morning,

Is there a way to manually connect two Windows 10 PC's together? I need to connect my HP Stream 8 to my Surface Pro 4 through the USB 3.1/microUSB ports in order to manually move/install a network driver onto my Stream 8. As of right now it only has a couple hundred megabytes of cellular data and I'm not sure it'll be enough to move the compressed folder over and honestly I'm not certain how I'd do it in the first place.

Yes there is, goto pluggable.com. They make a usb 3 and I believe thunderbot cables which connect between pcs. It includes software the will open file manager and allow copy move between pcs. Used it when I got new laptop, recommended

Don't have an SD card? That would be the easiest way to move the files. Other wise a flash drive/external hard drive could do it. Or if they are on the same home network, you can just transfer the files wireless.
