Constant Data Transfer is slowing my phone down tremendously

This just started today.

On the top of my display, both the cell signal indicator and wifi signal indicator have the little arrow things above them, as if they're transferring data, and it's been doing this all day.

Everything I try to do on the phone is really slow, because it's allegedly already transferring data. It's went through almost 1 GB in the past 30 minutes. Not sure what it's doing. I've tried doing a hard reset (lock button and volume down), and I've tried closing all background apps by holding Back and exiting out of everything. Neither of those worked.

If you're on Windows Phone 8.1, you may want to try restricting background data using Data Sense. You may also want to try turning on Battery Saver.

Also, settings>backup may hold the key to the answer.

The option to Restrict Background Data is grayed out, I'm assuming until I set a limit. But once I set a limit, won't my phone keep downloading whatever data it's downloading until it reaches the limit, then my phone will basically be bricked until I turn off the restriction?

Battery Saver is already on.

I checked Backup, and apps+settings and text messages are set to be backed up, while photos+videos aren't. It's always been that way.

I'm not sure which app is using my data. I don't think I have any apps open...

I recently had a problem with my gmail synchronisation and it caused similar problems. I noticed in data sense that gmail was synchonizing all the time, and used up all my mobile data. If that is the case with your phone, deleting the gmail account and than adding it again will fix the problem.
