Cortana functions inconsistently. Reboot and works. How can I fix it?

Cortana functions inconsistently. Reboot and works.

When boot up WIN10 and attempt to activate Cortana, it works sometimes, but requires a reboot to get it to work when it doesn't the first time.

When you say, "the first time", are you referring to the first attempt to launch Cortana after each PC startup, or just the very first and singular time?
