Cortana in India - Why must the speech be set to English (UK) and not English (India)?

Technically for Cortana to work, the language settings must be the same as the phone's regional settings and speech settings.

Why then, for Cortana to work in India, must the language and regional settings be English (India) but speech settings be English (UK)?
