Cortana issues

Mine is HTC windows phone 8s,enrolled at preview for devs.I've received some updates(like 3 or 4) and still Cortana doesn't show up.I am from India and I've read that Cortana rolled out recently in this region.i tried to change the region to UK,US and India but same repeats.this mobile's a low memory device and it feels like **** with this wp8.1 without Cortana.suggest me to fix this please.thank you for your time

I don't know if Cortana definitely is available in India, but have you also changed the language and speech settings, and turned location on?
