Cortana missing ??

I have a 520. Had DP 8.1 and had Cortana and it worked perfectly.
Since the update 8.1/Cyan was supposed to be out on AT&T I used a Nokia tool to go back to 8.0
After doing All updates possible. I have 8.1 and most everthing DP 8.1 had, but no Cortana.... Why ??

Change your all region settings to United States (Speech and Region).

Make sure you enabled Cortana in settings.

never mind, there is a damn toggle switch buried down in setting and you have to toggle Cortana On to have an icon....
so stupid... it should be enabled by default and you should have to turn it off if you don't want it....
