Cortana notifications

So after playing around with some custom sounds, I started thinking, what if we had Cortana speaking as alerts for messages? Like for example, custom sounds that say "there is a message for you" or "you have a new email/sms".

I don't have the technology to create something like this but I'm sure someone with sound creation experience could. It's something I definitely wouldn't mind seeing

I would pay for this IF it is Jen Taylor's voice!! I already have "Alert, Alert, Covenant Ship dropping" and "Let's show them who they're dealing with", etc, etc audio clips from Halo as my notification sounds

This is a feature that is LONG over due. This should have been a default. Where should notifications be stored ? I could do custom voice notifications on my Windows 10 phone, if I knew where to store them and remove the other useless alerts.
