Looks like Cortana is now available as an Alpha in Spanish, Italian, German and French:

Not yet and if Brazilian Portuguese is anything to go on I'm not sure they will.

Also German is probably only available if you choose Germany as the region, not Austria or Switzerland.

This is STUUUUPID. Seriously, French is French, right? Or am I missing something? Seriously, if the speech is supported, Cortana should be unlocked regardless of your phone language settings.

I agree with you there, I think it may be a case of they haven't enabled French speech with the Canadian region yet.

The only way to know for sure is to try it.
