Cortana opening an internet browser even on simple questions?

I ask it simple question like I do on my phone, the problem is that on my phone it doesn't open the internet it replies with this is what the weather will be like in the Cortana voice but in windows 10 it goes directly to a web browser and opens it up instead of using the voice.

Why does the phone reply with the voice and the windows 10 version reply with opening up a browser and searching should the 2 be the same?

I have exactly the same settings for both on my phone and laptop.
