Cortana or Search option is disabled in Windows 10 build 10240, how can I get it back on?

Cortana or Search option is disabled in Windows 10 build 10240

Cortana is not opening from the icon and pinned start icon also. because of this I cannot search anything from start screen. please give me a work around with out resetting the system.
