Cortana was more customizable in wp8.1 rather than w10m

Why?
Because
1) i can't pin interest specific Cortana tile to start... In wp8.1 , i was able to pin separate tiles for Cortana weather and news separately.... This is missing in Cortana w10m.
2) inner circle is missing too... Especially ability to assign nicknames is not there..

I agree with you But I have never used Cortana on Windows 8.1.

Inner Circle is somehint that's sorely missed, especially nicknames and the ability to teach her who your family members are (which she should know if you have a linked FB account, to be fair).
