Critical error message on Surface 3, what do I do?

Critical error message on surface 3

Got the message critical error start menu and cortana aren't working we'll try to fix it next time you sign in. However have closed down and re signed in several times with nothing happening. Can't use th e lap top at all. Tried one bit of advice but no success. Really frustrated!!!! Please help.

Start up in Safe Mode. Then restart back to normal - that did it for me on a few of my work PCs
