If you want CU you should probably join WIP and get the PR version. Dona Sarkar tweeted yesterday that the PR version is identical to the official release, and performs the same way. In fact I got the impression that MS is actually attempting to steer persons to WIP, and is therefore not too enthusiastic about a general 'official' release of CU. Not to imply that there's anything sinister about this - more testers should equate with better end-product - as both PR and 'official' are identical

Creators Update is now available almost globally, without enrolling for Insider. My phone is getting it right now.
