The developer preview for 8.1 is out already. Cyan and official wp8.1 will be rolled out simultaneously.

Forgive me for a moment, but that's the matching Nokia update to 8.1, yes? The same thing that Black was to GDR3 and Amber was to... whatever the pre-GDR3 OS release was.
