Data Restore stuck at 21%

Posting on behalf of a friend. They just replaced their 950 with another 950 and it's sticking at 21% due to it dropping the WiFi connection. They get the authentication code OK to verify their account and the SIM has been inserted and removed to verify that it wasn't the culprit. In addition no SD Card in the phone.

Any suggestions on how to proceed? The phone is at the latest build through WDRT, I presume the old phone was fully up to date but no way to tell.

Both soft/hard resets have been done.

Try a soft reset when phone sticks
