Dell AMD Graphics Help

Hello, I'm trying to play a couple games on my laptop, like City Skylines, and when I go to play them, I get a lot of lag, so I started to look around knowing I had a dedicated graphics card as well as integrated, a R7 M445 dedicated card and R7 integrated, but it seems to only be using the integrated, which has a lower clock speed, 933mhz vs 1000mhz, worse RAM speed, DDR3 vs GDDR5, and worse RAM, 512mb vs 4gb. So when I try to get the dedicated graphics card to be used instead of the integrated, it never works. My system specs are an AMD FX 9800p processor with 2.7ghz speed with a turbo up to 3.6ghz, 16gb 2400 single channel DDR4 RAM, and the AMD R8 m445DX graphics cards. I've tried turning the performance to max and all, but some help would be much appreciated. Thank You
