You don't have to bother with those options unless you are an app developer.

Well that clearly answers it.
I have a developer license for Windows and Windows phone. So how can I use the App Sideloading - replacing the Windows phone sideloading app that comes with the SDK(No SD card)? and does the developer mode allow me to sideload apps that are in the windows store but expired or removed? and what about the device discovery
