Great, but.. why 8.1? not 8.0 + 8.1?
There is no final 8.1 for most of devices yet.

The differences between WP8 and WP8.1 (non-Silverlight) is significant, so I felt it warranted a separate app.

WP8.1 Developer Preview had one million downloads the first week it was released, indicating a pretty strong interest. Developer's Handbook is a companion app for anyone interested in 8.1 development.
