Devices attached via USB don't work on any computer.

I have a Nokia Lumia 735 and an iPod Touch. Both are relatively new. I recently purchased a new ASUS X553M due to problems I was having with my older ASUS laptop, including a problem with connecting my devices via USB. Upon connecting my phone, an information box pops up at the lower right hand corner of the screen stating that my device is not recognised. It will also occasionally disconnect itself every few seconds.
When connecting my iPod Touch, the same happens, except it continuously disconnects every two seconds or so, and won't show up on iTunes.
I have tried finding solutions online, such as going into the Device Manager, but nothing seems to help.
It seems to be more like a problem with the devices themselves. Would resetting them to factory settings be of use?
Any suggestions are welcome! Thank you.

If no devices get connected and stay connected, it sounds like a problem with the computer not the devices themselves.

What version of Windows are you running on that ASUS X553M? If you go to Device Manager>USB Root Hub>Power Management is Allow the computer turn off this device to save power checked? If so, uncheck it and see if that helps.

The laptop runs Windows 10.
This is what I originally thought, but as it's a brand new laptop, I was doubtful. Also, I have tried other devices, such as that of my family's, and they work fine.
I went to Device Manager and that box is already unchecked.
I tried plugging my phone in a few more times and it is working on occasion now. But still no use when plugging in my iPod.
