one has the green bar at the top of the icon, the other is white. whats the difference there?

Just a mix of old/new branding. The green bar is the new one, white one is the old branding.

They are functionally the same.

Xbox games are certified by Microsoft, and include Xbox exclusive features such as achievements that sync to your Xbox live profile. They also have access to features other games do not or have to develop themselves, such as Xbox facilitated multiplayer, smart glass integration with Xbox console, and cross platform interaction with Xbox games, such as Fable coin golf where your coins were linked to your main character on the console.
