DISM error code 0x800f081f - how to fix it ?

That is a known issue. If you look up the feedbacks at Feedback Hub, you will see a sea of people reporting the same issue.
It happens to Win 10 version 1703 Creators Update.
It actually began with Insider Preview about 5 builds ago. Never get fixed. Insider builds are experiencing the same issue.

Microsoft apparently is aware of it. Hope they will get it fix on next update.

Meanwhile if your sfc /scannow reports " no integrity violation", you should be ok.

Let it slide and wait for Microsoft.

1. Before this 15063 installed, were you running Windows 10 ?
If yes, Home or Pro ?
If no, which Windows OS were you running ?

2. Before the 15063 install, was the Windows OS you were running activated ?

3. Which method did you use to upgrade to 15063 ?
By Windows Update ?
By In-place upgrade Install using the iso file ?
By Clean Install using a bootable media ( DVD or USB) ?
 
When an upgrade install fails to activate, one of the following reasons is prominent :

1. The OS itself BEFORE the upgrade has not been activated or not genuine.

2. One uses the wrong iso to do the upgrade.

Does anyone of the above applicable to you ?

3. i used ISO file, downloaded from MS

i had this issue on previous versions (anniversary and 10240)
 
You cannot expect an upgrade install can be activated if the OS it upgraded from is not activated.

There is nothing can be done.
You started with something that is either not genuine or for whatever reason unable to be activated.
You will never get an activated Windows 10 this way.

Do you have a genuine copy of Windows 7 or 8/8.1 with product key ?
 
If all you have is a copy of NOT-genuine Windows operating system, there is nothing I can do to help you.

Buy a genuine Windows 10 with product key and do a Clean Install. That's the only way if you want Windows 10.
