Some developers won't upgrade to Windows 8 just to develop for Windows phone 8. Android and ios have more market share so devs won't mind. If the sdk for Windows phone 8(.1) was available for Windows 7 then devs wouldn't have to upgrade to develop for Windows phone 8(.1) vote here allow Windows phone apps to be created on Windows 7 – Customer Feedback for Microsoft
