Does FM Radio work on unlocked phones?

I just read this article in the Washington Post about the FCC wanting FM Radios to work on mobile phones.

If you buy a phone with an FM Radio antenna buil-in, is it available for use if the phone is purchased 'unlocked'?

Sure. Just remember that the FM receiver is built in, not the antenna. For antenna you need a wired headset to stand in.
