does lumia 520 speech recognition work without internet?

I can only use speech recognition when connected to wifi. How can I get it to work without wifi?

For voice recognition, or Cortana, you need a data connection on your device. Cortana gets a bit confused when you are out of data coverage. With 4G / LTE, it works well. I find when I drop to 3G, her voice and search capability becomes a bit hit and miss, with messages like can't connect right now, I can't access the internet etc.
